The brief
A facilities manager inherits a park where nobody can produce a current electrical Certificate of Compliance, fire equipment service records are incomplete, and tenant electricity is recovered on an apportioned estimate that two tenants are formally disputing. The insurer has asked questions. Nothing can shut down.
